Why are there two prices for each Pro tier on iTunes?

Hello. Why is there a price for each tier that is 50% of the other price for that same tier? Is there a difference in level of features?

Pomotodo Pro (1 Month): $1.99 OR Pomotodo Pro (1 Month): $3.99; Pomotodo Pro (1 Year): $19.99 OR Pomotodo Pro (1 Year): $39.99
